Reading Level Self-Assessment

This informal screening tool helps estimate your current reading level and recommends the most appropriate North County Literacy Foundation program for your goals. It is not a substitute for formal TABE diagnostic testing, which occurs during your in-person intake appointment.

Reading Level Self-Assessment

Answer five brief questions to receive a personalized reading level estimate and program recommendation. This informal screening helps our intake coordinators place you in the right instructional group.

1. How comfortable are you reading everyday texts like grocery labels, street signs, or simple instructions?

I find it very difficult to read most printed words
I can read some familiar words but struggle with new ones
I can read basic sentences but have trouble with longer paragraphs
I read everyday materials with reasonable comfort
I read everyday materials easily and quickly

2. When you encounter an unfamiliar word, what do you typically do?

I skip it and often lose the meaning of the sentence
I try to sound it out but am usually unsuccessful
I can sometimes sound it out or guess from context
I can usually figure it out from context or phonics
I use multiple strategies and almost always decode it

3. How would you describe your experience filling out written forms (job applications, medical intake, school documents)?

I need someone to read the form and write for me
I can fill in my name and basic details but need help with longer sections
I can complete most sections slowly but may misunderstand some questions
I complete forms independently but occasionally need clarification
I complete all written forms independently with no difficulty

4. What is your primary language at home?

Spanish, Vietnamese, Tagalog, Arabic, or another non-English language
I speak both English and another language regularly
English is my primary home language

5. What is your main goal for improving your reading and writing skills?

Help with daily life tasks (shopping, bills, appointments)
Read with and support my children’s education
Qualify for a better job or workplace promotion
Prepare for a GED, citizenship test, or further education
Build overall confidence and independence

How We Measure & Place Adult Learners

Accurate learner placement is the foundation of effective instruction. We use multiple nationally standardized assessment tools to ensure every learner begins at the right instructional level and progresses on a clear, measurable trajectory.

The Test of Adult Basic Education (TABE)

The TABE 11/12 is the primary diagnostic instrument used at North County Literacy Foundation and across federally funded adult education programs nationwide. Published by Data Recognition Corporation (DRC), the TABE measures reading, mathematics computation, applied mathematics, and language skills across six difficulty levels (Literacy through Advanced). TABE scale scores map directly to National Reporting System (NRS) Educational Functioning Levels, providing a standardized framework for placement, progress monitoring, and outcome reporting.

During your initial intake appointment at our Oceanside center, a certified TABE proctor administers the TABE Locator test, a brief screening that determines the appropriate difficulty level for your full diagnostic. The diagnostic assessment typically takes 90 to 120 minutes and produces scale scores in each content area. These scores, combined with your self-reported goals and learning history, inform your personalized learning plan and program track assignment.

Formative TABE assessments are re-administered every six to eight weeks to measure instructional gains. Learners who demonstrate a measurable NRS level completion (a gain of one full educational functioning level) earn formal recognition through our Milestone Achievement program and may be eligible for transition to the next instructional track. Annual summative TABE testing provides the longitudinal data reported to our federal and state funders under WIOA Title II performance accountability requirements.

National Reporting System (NRS) Educational Functioning Levels

The NRS framework, established by the U.S. Department of Education's Office of Career, Technical, and Adult Education (OCTAE), defines six educational functioning levels for Adult Basic Education (ABE) and six for English as a Second Language (ESL). These levels provide a common language for describing what adult learners know and can do at each stage of their literacy development:

  • ABE Level 1 (Beginning Literacy): Learner has minimal or no reading and writing skills. Can recognize some letters and numbers. Cannot read basic sight words consistently. TABE scale score range: 300 to 441.
  • ABE Level 2 (Beginning Basic Education): Learner can read simple material on familiar topics, recognize common words by sight, and sound out simple words. Can write simple sentences. TABE scale score range: 442 to 500.
  • ABE Level 3 (Low Intermediate): Learner reads and writes at a basic level to meet everyday needs. Can interpret simple directions, signs, maps, and charts. Begins to develop paragraph-level comprehension. TABE scale score range: 501 to 535.
  • ABE Level 4 (High Intermediate): Learner reads with understanding across a range of texts including adapted literary and informational pieces. Can produce multi-paragraph writing with organization and supporting details. TABE scale score range: 536 to 575.
  • ABE Level 5 (Low Adult Secondary): Learner can comprehend and interpret complex texts, make inferences, identify purposes and evaluate arguments. Writing demonstrates awareness of audience and purpose. TABE scale score range: 576 to 616.
  • ABE Level 6 (High Adult Secondary): Learner reads and writes at a level comparable to high school completion. Can analyze, synthesize, and evaluate information across multiple sources. Prepared for GED/HiSET testing and postsecondary transition. TABE scale score range: 617 and above.

The CASAS Assessment System

For English as a Second Language learners, we supplement TABE with the Comprehensive Adult Student Assessment Systems (CASAS) Life and Work Reading and Listening assessments. CASAS is the most widely used competency-based assessment in California adult education and is specifically designed to measure functional English language skills in real-world contexts: reading workplace documents, understanding spoken instructions, navigating healthcare information, and performing financial transactions. CASAS scale scores align to both NRS ESL functioning levels and the California Model Standards for ESL instruction, ensuring our ESL curriculum is directly connected to measurable performance outcomes.

The Lexile Framework for Reading

The Lexile Framework, developed by MetaMetrics, provides a continuous numeric scale for matching readers with appropriately challenging text. Every learner at NCLF receives a Lexile reader measure derived from their TABE reading assessment. This measure, expressed as a number followed by an "L" (for example, 650L), allows our tutors to select instructional materials that fall within the learner's optimal growth zone: challenging enough to drive development without being so difficult as to cause frustration and disengagement.

Our curriculum library of over 2,400 titles is catalogued by Lexile text measure, enabling tutors to pull precisely leveled materials for each session. As learners progress, their Lexile measure increases, and their reading material complexity scales accordingly. This data-driven approach to text selection is one of the key differentiators of our instructional model and a primary reason our learners demonstrate above-average NRS level completion rates compared to state and national benchmarks.

Formal Placement vs. Self-Assessment

The interactive self-assessment tool above provides an informal estimate based on self-reported reading behaviors and goals. While useful for initial program exploration, it does not replace the formal diagnostic testing conducted during your intake appointment at our Oceanside or Vista locations. Formal placement ensures that instructional time is targeted precisely to your current skill level and personal objectives. We encourage all prospective learners to schedule an intake appointment by calling (760) 555-0147 or visiting our enrollment page. Walk-in intake hours are available Tuesday and Thursday mornings from 9:00 AM to 11:00 AM.
