Literacy Programs & Services

We offer seven distinct instructional tracks serving adult learners at every stage of their literacy journey. From beginning readers learning letter-sound correspondence to advanced learners preparing for the GED, every program is built on evidence-based methods and delivered by trained, certified tutors at no cost to qualifying participants.

Core Programs

Adult Literacy & Basic Education Tracks

Each track is aligned to National Reporting System (NRS) Educational Functioning Levels and benchmarked using the Test of Adult Basic Education (TABE) assessment suite. Learners are formally placed through a standardized intake process including TABE 11/12 diagnostic testing.

📘

Beginning Adult Literacy

NRS Levels 1–2 | TABE Scale Score: 0–457

Designed for adults who read below a fourth-grade equivalent, this foundational program uses the Orton-Gillingham structured literacy methodology to build phonemic awareness, alphabetic decoding, and basic sight-word recognition systematically. Learners begin with single-letter grapheme-phoneme correspondences and progress through consonant blends, digraphs, and vowel teams in a carefully sequenced scope-and-sequence. Each one-on-one or small-group session (maximum four learners) incorporates multisensory techniques: learners simultaneously see, say, hear, and write each phonetic element. Functional literacy modules are woven into instruction, teaching learners to read prescription labels, grocery signage, bus schedules, and workplace safety notices. Typical enrollment duration is 12 to 18 months with three to four sessions per week. Progress is assessed formally every six weeks using TABE diagnostic instruments.

📗

Foundational Reading & Writing

NRS Levels 2–3 | TABE Scale Score: 458–510

This transitional program bridges beginning literacy and functional independence. Utilizing Wilson Reading System principles alongside supplementary leveled readers, learners practice multi-syllable word decoding, sentence-level comprehension, and paragraph-level written expression. Vocabulary instruction follows a tiered model: Tier 1 high-frequency words, Tier 2 academic vocabulary, and Tier 3 domain-specific terms relevant to each learner's personal goals. Writing instruction begins with complete sentences and progresses to short informational paragraphs. Learners develop skills to read community notices, complete job applications, write brief emails, and follow multi-step written directions. Tutoring sessions occur two to three times weekly, with learners typically advancing one full NRS level in eight to twelve months.

📙

Intermediate Literacy & Comprehension

NRS Levels 3–4 | TABE Scale Score: 511–556

At the intermediate stage, instruction shifts from decoding mechanics to reading comprehension strategies. Using the Reciprocal Teaching framework developed by Palincsar and Brown, learners practice four evidence-based comprehension strategies: predicting, questioning, clarifying, and summarizing. Reading materials include adapted news articles, informational texts, short fiction, workplace policy documents, and health education pamphlets. Writing instruction emphasizes multi-paragraph composition, formal letter writing, and structured note-taking. Learners develop the reading fluency and stamina needed to sustain engagement with texts of 500 to 1,000 words. Sessions meet twice weekly, and learners at this level frequently begin exploring GED readiness or workforce development options.

📚

Advanced Literacy & Workforce Readiness

NRS Levels 4–5 | TABE Scale Score: 557–620

This advanced track prepares learners for academic and professional literacy demands. Critical reading instruction covers identifying author purpose, evaluating argument structure, distinguishing fact from opinion, and synthesizing information across multiple sources. Data literacy modules teach learners to interpret charts, tables, graphs, and technical manuals encountered in workplace settings. Writing instruction includes resume and cover letter development, professional email composition, and evidence-based persuasive writing. Learners in the workforce readiness specialization receive targeted vocabulary instruction for high-demand industries in North County: healthcare support, hospitality, construction trades, and retail management. Sessions meet one to two times weekly.

Language Access

ESL & English Language Learner Programs

Serving the diverse linguistic communities of North San Diego County with structured English instruction from pre-literate through advanced proficiency.

🌍

ESL & English Language Learners

Five Proficiency Levels | CASAS Assessment Aligned

Our comprehensive ESL program serves English language learners at five proficiency levels, from pre-literate beginning ESL (learners who may not be literate in their native language) through advanced fluency. Instruction uses the Communicative Language Teaching (CLT) approach, emphasizing authentic task performance over rote grammar drilling. Classes integrate four language domains: listening, speaking, reading, and writing. Thematic units cover healthcare navigation, workplace communication, financial literacy, school parent engagement, and community participation. Level placement is determined through the CASAS Life and Work Reading assessment administered during intake. Group classes meet three times weekly in cohorts of eight to twelve learners, with supplemental one-on-one conversation practice available through our volunteer conversation partner program.

🇺🇸

Citizenship Test Preparation

USCIS Naturalization Interview Readiness

Specifically designed for lawful permanent residents pursuing United States citizenship, this specialized track covers all components of the USCIS naturalization interview. Learners study the 100 civics questions and answers, practice the English reading and writing test components, and rehearse the oral interview through structured role-play exercises. Instruction includes N-400 application navigation assistance, timeline and documentation guidance, and interview-day preparation coaching. Our citizenship preparation tutors are trained in current USCIS testing procedures and scoring standards. The typical preparation period is three to six months for learners with intermediate English proficiency. Classes meet twice weekly and are supplemented by self-study audio and flashcard materials.

Credentialing

GED / HiSET Preparation

🎓

GED & HiSET Academic Preparation

NRS Levels 5–6 | TABE Scale Score: 621+

Our GED/HiSET preparation program provides intensive, test-aligned instruction across all four content areas: Reasoning Through Language Arts (RLA), Mathematical Reasoning, Science, and Social Studies. Learners complete diagnostic practice tests to identify content-area strengths and targeted gaps, then follow individualized study plans that prioritize the highest-leverage skill areas for each candidate. RLA preparation focuses on extended-response essay writing, evidence-based analysis, and close reading of complex informational and literary texts. Math instruction covers quantitative problem solving, algebraic reasoning, and data analysis using the TI-30XS calculator permitted on the exam. Study groups meet twice weekly, with additional open lab hours for independent computer-based practice using official GED Ready and HiSET practice test platforms. Our program boasts a 78% first-attempt pass rate, significantly above the national average. Successful candidates receive ongoing transition support including community college enrollment guidance and financial aid application assistance through our partnership with MiraCosta College.

Intergenerational

Family Literacy & Parent-Child Reading

👪

Family Literacy Program

Parents & Children Ages 0–8 | Four-Component Model

Modeled on the National Center for Family Literacy's four-component framework, our Family Literacy program serves parents with low literacy alongside their children from birth through age eight. The program operates on a dual-generation model: parents attend adult education instruction (literacy, ESL, or GED preparation) in one classroom while their children participate in developmentally appropriate early childhood education activities in an adjacent space. Joint interactive literacy sessions bring parents and children together to practice shared reading, dialogic questioning techniques, and interactive writing activities. Parent Time workshops provide practical strategies for building a print-rich home environment, establishing daily reading routines, navigating the public library system, and advocating effectively within their child's school. Each family receives a curated take-home book bag of five leveled readers refreshed monthly through our partnership with the Oceanside Public Library. Summer sessions include an eight-week reading challenge with milestone incentives to prevent summer learning loss.

All Programs Are Provided at No Cost

North County Literacy Foundation is funded through federal WIOA Title II grants, California Department of Education adult education allocations, private foundations, corporate sponsors, and individual donors.
